PUBLIC MEETINGS OF THE INDIAN RIVER COUNTY
CANVASSING BOARD AND CANVASSING OF VOTE-BY-MAIL BALLOTS
FOR THE NOVEMBER 8, 2016 PRESIDENTIAL ELECTION
All meetings of the Indian River County Canvassing Board “Canvassing Board” are open to the public and will be conducted at the Supervisor of Elections Office, located at 4375 43rd Avenue, Vero Beach, Florida. The Canvassing Board will meet at 9:00 a.m. on Friday, October 14, 2016 to test the voting and tabulation equipment to be used for vote-by-mail, early, and Election Day voting.
The canvassing of vote-by-mail ballots will begin on Tuesday, October 25, 2016 at the Elections Office and will continue daily through Election Day. Sealed vote-by-mail ballots will be available for public inspection prior to the opening of the ballots. The ballots will be opened and processed, however, not tabulated. Tabulation of all vote-by-mail ballots will not begin until after 7:00 p.m. on Tuesday, November 8, 2016.
Pursuant to section 101.68(2)(c)2, Florida Statutes, if any elector or candidate present believes that a mail ballot is illegal due to a defect apparent on the voter’s certificate, he or she may, at any time before the ballot is removed from the envelope, file with the Canvassing Board a protest against the canvass of that ballot, specifying the precinct, the ballot, and the reason he or she believes the ballot to be illegal. A challenge based upon a defect in the voter’s certificate may not be accepted after the ballot has been removed from the mailing envelope.
The Canvassing Board will reconvene at noon on Thursday, November 10, 2016 to canvass the provisional ballots and certify the first unofficial results and randomly select the race/precinct for the Post Election Manual Audit. If any provisional ballots cast allow the voter to present written evidence supporting voter eligibility, the Canvassing Board will postpone the noon meeting to 5 p.m. If a recount is necessary, the Canvassing Board will meet at noon on Wednesday, November 16, 2016 to certify the second unofficial results. The Canvassing Board will reconvene at noon on Friday, November 18, 2016 to certify the official results of the General Election. On Monday, November 21, 2016 at 1:00 p.m., the Canvassing Board will gather in the Supervisor of Elections office to conduct the Post-Election Manual Audit. Audit results will be made public no later than Sunday, November 27, 2016.
It may become necessary for the Indian River County Canvassing Board to reconvene at times or places other than specified above. If so, the location, date and time will be announced at the conclusion of the pertinent meeting, posted online at www.voteindianriver.com and posted on the door of the Supervisor of Elections office.
Note: Section 286.0105, Florida Statutes, states that if a person decides to appeal any decision by a board agency, or commission with respect to any matter considered at a meeting or hearing, he or she will need a record of the proceedings, and that, for such purpose, he or she may need to ensure that verbatim record of the proceedings is made, which record includes the testimony and evidence upon which the appeal is to be based.
In accordance with the Americans with Disabilities Act (ADA), if any person with a disability, as defined by the ADA, needs special accommodations to participate in this proceeding, then not later than two business days prior to the proceeding, he or she should contact the Supervisor of Elections Office at 772-226-3440.
