PUBLIC MEETINGS OF THE CITY OF SEBASTIAN AND CITY OF VERO BEACH
CANVASSING BOARDS AND CANVASSING OF VOTE-BY-MAIL BALLOTS
FOR THE NOVEMBER 7, 2017 MUNICIPAL ELECTIONS
All meetings of the City of Sebastian and City of Vero Beach Canvassing Boards “Canvassing Boards” are open to the public and will be conducted at the Supervisor of Elections Office, located at 4375 43rd Avenue, Vero Beach, Florida. The Municipal Canvassing Boards will meet at 9:00 a.m. on Tuesday, October 31, 2017 to test the voting and tabulation equipment to be used for vote-by-mail and Election Day voting.
The canvassing of vote-by-mail ballots will begin on Tuesday, October 31, 2017 at the Elections Office and will continue daily throughout the workday as necessary through Friday, November 3, 2017. The Canvassing Board will reconvene on Tuesday, November 7, 2017 at 3:00 p.m. to canvass all remaining vote-by-mail ballots. Sealed vote-by-mail ballots will be available for public inspection prior to the opening of the ballots. The ballots will be opened and processed, however, not tabulated. Tabulation of all vote-by-mail ballots will not begin until after 7:00 p.m. on Tuesday, November 7, 2017.
Pursuant to section 101.68(2)(c)2, Florida Statutes, if any elector or candidate present believes that a vote-by-mail ballot is illegal due to a defect apparent on the voter’s certificate, he or she may, at any time before the ballot is removed from the envelope, file with the Canvassing Board a protest against the canvass of that ballot, specifying the precinct, the ballot, and the reason he or she believes the ballot to be illegal. A challenge based upon a defect on the voter’s certificate may not be accepted after the ballot has been removed from the mailing envelope.
The Canvassing Board will reconvene at 5:00 p.m. on Thursday, November 9, 2017 to canvass the provisional ballots and certify the official election results as required by each respective charter, and also randomly select the race/precinct for the Post-Election Manual Audit. If canvassing of provisional ballots concludes on election night, the official election results will be certified for the municipality and the race/precinct for the Audit will be selected.
On Monday, November 13, 2017 at 9:00 a.m., the Post-Election Manual Audit will commence for the City of Vero Beach, and at 10:00 a.m. for the City of Sebastian. Audit results will be made public no later than Tuesday, November 28, 2017.
It may become necessary for the Municipal Canvassing Boards to reconvene at times or places other than specified above. If so, the location, date and time will be announced at the conclusion of the pertinent meeting, posted online at www.voteindianriver.com and posted on the door of the Supervisor of Elections Office.
Note: Section 286.0105, Florida Statutes, states that if a person decides to appeal any decision by a board, agency, or commission with respect to any matter considered at a meeting or hearing, he or she will need a record of the proceedings, and that, for such purpose, he or she may need to ensure that verbatim record of the proceedings is made, which record includes the testimony and evidence upon which the appeal is to be based.
