Military and Overseas Voters

The following information pertains to:

  • Members of the US Uniformed Services on Active Duty, their spouses, and children
  • Merchant Marines, their spouses, and dependents
  • US citizens residing outside the US

Military personnel may register to vote or request mail ballots with a Federal Post Card Application (FPCA), which may be obtained from the Unit Voting Officer or the Service or State Department Voting Action Officer. If FPCAs are not available, one may be downloaded online, or a request may be submitted by phone or in writing to the Supervisor of Elections Office. Refer to the Federal Voting Assistance Program website for further instructions, www.fvap.gov.

How can a military or overseas citizen register and vote?

A Federal Post Card Application may be obtained in person and online at www.fvap.gov, or you may obtain a Florida Voter Registration Application from our website. You must be a qualified, registered voter to be eligible to receive a vote-by-mail ballot. The FPCA acts as both a registration and ballot request form. You may use the Federal Post Card Application or contact our office by phone at (772) 226-4700, by fax at (772) 770-5367, or by email. You may also request a vote-by-mail ballot online.

What is the deadline to request a vote-by-mail ballot?

Requests for a vote-by-mail ballot must be received by the elections office no later than 5:00 p.m. on the tenth (10th) day before the election.

When are vote-by-mail ballots sent?

Vote-by-mail ballots are sent to military and overseas citizens no later than 45 days prior to an election. Subsequent mailings will be processed on a daily basis as new requests are received.

What is the deadline for returning a completed vote-by-mail ballot?

All completed vote-by-mail ballots must arrive at the elections office by 7:00 p.m. election day in order to be counted. if you are voting from outside the united states, your general election or presidential preference primary vote-by-mail ballot will be counted if voted by election day and received within 10 days following the election. there is a presumption that the ballot was mailed on the date stated on the outside of the envelope, regardless of the absence of a postmark or the existence of a postmark date that is later than election day.

Federal Write-in Absentee Ballot (FWAB)

Federal write-in absentee ballots are available through voting assistance officers at military installations or united states embassies/consulates. The fwab is a back-up ballot for absent military personnel and for citizens located outside of the united states who have not received the regular vote-by-mail ballot from the state after having made a timely request for the ballot.
